For some reason the AI is obsessed with passing political reforms, even when it doesn't make sense to pass such reforms. By the end of the base game all of the monarchies tend to become HMS governments rather than remain absolutist or switch to Prussian Constitutionalism. As far as Ireland goes, I decided to make it independent based on what I thought Napoleon might have done, and what might have happened after he died. I'm mainly basing the setup on guesswork and information I've read about the cultures during the time period. Since you have a lot of freedom with this I'd suggest the more Interesting Balkan option.
